Thank you so much for your interest in being part of the Tulelake-Butte Valley Fair Junior Fair Board. We here at the fair are very excited about expanding the involvement of our youth in the planning, preparation and presentation of the annual Tulelake-Butte Valley Fair.  Candidates must be active 4-H, FFA or Independent members from the Butte Valley or Tulelake areas(10-A District), must be at least Jr. High age by fair-time and have a GPA of 2.0 or above to be eligible for this very special program.

The purpose of the Junior Fair Board is to provide young adults with an opportunity to develop leadership skills, perform community service and become aware of the business and operations of the 10-A District Agricultural Association. Board member duties will include providing outreach in the members’ communities and schools as well as providing input to the fair staff and Fair Board as to what their age groups would like to see at the fair. The Junior Fair Board’s efforts will also include pre-fair set up in all departments of the fair and involvement in all of the pre-fair activities, including market animal pre-weigh-ins and fair advertising duties. During the fair, board members will assist with the official market animal weigh-in, setup of livestock photo backdrop, daily show-ring preparations, peewee showmanship, help coordinate and conduct the awards ceremony, assist fair staff and Rotary members during the Jr. Livestock Auction, and any other duties that may be required to ensure a successful fair each year. 
  
The Junior Fair Board will be under the direction of one Fair Board member. Each Junior Fair Board member will serve a term of one year and you may reapply each year if you wish. Meetings will be scheduled as needed throughout the year.

This is an incredible opportunity to expose a select group of individuals to a very unique and exciting industry and put you in touch with your fair in a way that would be hard to do any other way. ACTIVITIES 2011-2012

PRE-FAIR ACTIVITIES
1.
Attend all Junior Fair Board meetings

CODE OF CONDUCT
You are a representative of the Tulelake-Butte Valley Fair and are expected to act accordingly during your term.
No drinking, drug or tobacco use by any member will be tolerated.
You are required to attend all Junior Fair Board meetings throughout the year. If, for some reason, you are unable to attend a meeting, it is your responsibility to contact an advisor before the meeting. One unexcused absence and you’re out.
If you have been absent, it is up to you to make sure your absence has been cleared.
Be attentive at each meeting. Take notes if necessary. You can miss important information if you are distracted.
Participate during the meetings. The fact that you are there does not mean you are there. Show your enthusiasm!
If you have an excused absence from a required activity, you are required to make it up.
 
During the fair:
You must always wear your Junior Fair Board identification badge when you are representing the board or the fair. You will be counted as absent if you are not properly dressed at a Junior Fair Board event.
Always listen to your advisors, Senior Board, fair staff and each other, even if you think you know what they are going to say.
Give every event/task your all. The more you put into the program, the more you will get out of it.
REMEMBER: Being on the Junior Fair Board is a privilege. Do not abuse your authority or position.

President

Serves as the Junior Fair Board liaison to the Fair Board

Assists the President in maintaining order
 
Secretary/Treasurer
Keeps minutes and maintains an accurate record of all meetings
Records and distributes all minutes and agendas and keeps a copy of each for the Junior Fair Board’s, and Fair Board’s permanent files
Monitors and reports on the Junior Fair Board general account balance at each meeting
 
Historian
Maintains archives of current and past events. Responsible for clipping all newspaper articles and associated materials printed about the Junior Fair Board
Takes pictures and maintains a scrapbook of all Junior Fair Board activities
Works with the Reporter to design and construct the Junior Fair Board window during the annual fair
This position may be filled by up to two members
 
Reporter
Serves as the Junior Fair Board publicity coordinator
Handles all press releases regarding Junior Fair Board activities
BY-LAWS

ARTICLE I: NAME

SECTION I: The official name of the organization shall be the Tulelake-Butte Valley Fair Junior Fair Board.

ARTICLE II: PURPOSE

SECTION I: The main purpose of this board is the training and development of young people in the areas of leadership, community organization and county fair operation; to develop an association of youth from the general community of the 10-A District Agricultural Association in helping to augment Fair awareness throughout the county.

ARTICLE III: MEMBERSHIP

SECTION I: Open to all youth 13 (and in 8th grade) – 19 years of age (and in high school), as of November 1 of the year of application. Each member will serve for a one-year term Membership will not exceed 19 members.

SECTION II: The term of membership on the Junior Fair Board shall begin November 1 and end on October 30 of each calendar year.

SECTION III: A member of the Junior Fair Board may serve more than one year by reapplying for an additional year of membership if he/she is accepted by the Membership Selection Committee and if he/she has met the prior year Junior Fair Board obligations in a satisfactory manner.

SECTION IV: If a Junior Fair Board member wishes to serve an additional term, he/she must submit a letter stating his/her intent to serve an additional term to the Membership Selection Committee. The Membership Selection Committee shall evaluate these letters as applications.

SECTION V: Attendance at all Junior Fair Board meetings is mandatory. Membership on the Junior Fair Board shall be terminated immediately following the first monthly meeting missed without a valid excuse. The president will send a letter to the terminated Junior Board member in a timely manner and will have the letter co-signed by a senior advisor.

SECTION VI: New members will be notified by mail, by the senior advisors after they have been confirmed a position on the Junior Fair Board.

SECTION VII: Candidates must live in Siskiyou or Modoc county, have and maintain a GPA of 2.0 or above.

SECTION VIII: Code of Conduct
No members of the Junior Fair Board shall associate with drugs, alcohol or tobacco of any form while working on Junior Fair Board activities.

Members of the Junior Fair Board shall not use any obscene language while working on any Junior Fair Board activity.

Each member of the Junior Fair Board should conduct him/herself in an appropriate manner in order to set a good example for others.

ARTICLE IV: APPLICATIONS

SECTION I: Applications for Junior Fair Board membership will be accepted
September 1 – October 15. Interviews will be held at the end of October as determined by the Membership Selection Committee.

SECTION II: The Membership Selection Committee shall be composed of the
Fair CEO, a Fair Board member and at least one of the Junior Fair Board senior advisors.

ARTICLE V: VOTING PROCEDURE:

SECTION I: Voting will follow Robert’s Rules of Order. If there is a dispute over the decision of the chairperson, the matter(s) will be taken to the Junior Fair Board senior advisors.

ARTICLE VI: OFFICERS

SECTION I: President

1) Presides over all meetings of the Junior Fair Board and develops
agenda with appropriate consultation with senior advisors.

2) Represents the Junior Fair Board.

3) Approves all chairpersons and is an at-large member of all committees.
4) Serves as the Junior Fair Board liaison to the Fair Board.

SECTION II: Vice President

1) Presides over meetings in the absence of the President.
2) Assists the president in maintaining order.
3) Is responsible for coordinating greeters for Fair.

SECTION III: Secretary

1) Keeps minutes of all meetings.
2) Records and distributes all minutes and agendas and keeps a copy of each for the Junior Fair Board’s and Fair Board’s permanent files.
3) Maintains an accurate record of all meetings.

SECTION IV: Historian

1) Maintains archives of current and past events. Responsible for clipping all newspaper articles and associated materials printed about the fair.
2) Takes pictures and maintains a scrapbook of all Junior Fair Board activities.

SECTION V: Reporter

1) Handles all press releases regarding Junior Fair Board activities.
2) Serves as liaison to the fair publicity coordinator.

ARTICLE VII: ELECTIONS

SECTION I: Elections

1) To be held during the second board meeting of the board year.
2) All members may run for any office except President or Vice-President, which require one year of prior membership.
3) Nominations must come from the floor.
4) All voting for office will be by closed ballot.
5) Senior advisors will count the ballots and advise the Junior Fair Board of election results.

ARTICLE VIII: STANDING COMMITTEES

SECTION I: Youth Awards Committee
1) Solicits sponsors
2) Assists in award selection
3) Organize award distribution

SECTION II: Junior Livestock Auction Committee
1) Attend all Junior Livestock Auction Committee Meetings
2) Volunteer in the Livestock Office during the fair for the
Auction Committee.

SECTION III: There shall be other committees as deemed necessary.

ARTICLE IX: AMENDMENTS

SECTION I: Amendments will be made by majority vote of the Junior Fair
Board.

ARTICLE X: ADVISORS

SECTION I: Criteria

1) There will be a minimum of two and not more than four senior advisors, one of who will be a representative of the Tulelake-Butte Valley Fair Board of Directors.

2) College students may opt to serve as junior advisors to the Junior Fair Board. The number of junior advisors will not exceed five. Junior Advisors will be selected by the Junior Fair Board senior advisors and will assist the senior advisors. Junior advisors are not voting members of the Junior Fair Board.

3) Any advisor may be removed at the discretion of the Fair Manager and his/her fellow advisors if their conduct is deemed inappropriate.

ARTICLE XI: MEETINGS

SECTION I: The Junior Fair Board will meet monthly on the fourth Wednesday of each month at 6 p.m.

SECTION II: Meetings will be held at the Fair office in Tulelake unless scheduled previously to be held in a different location to accommodate the geographic diversity of the Junior Fair Board.
