THE TULELAKE – BUTTE VALLEY FAIR WILL FEATURE THE HIGH FLYING ACTION OF DOCKDOGS SEP. 8– 11, 2011

MEDINA, OH – The 2011 Tulelake-Butte Valley Fair will be host to the high flying action of a DockDogs® the independent governing and sanctioning body for dock jumping and dock diving canine performance sports. The exciting and crowd drawing action will be taking place all four days of the fair in Tulelake, so make sure to take advantage of this special performance by experiencing the fastest growing sport for canines in North America.

Throughout the Show DockDogs® will present the Big Air® Wave competition accompanied by an Extreme Vertical® and Speed Retrieve® competition for both competitors and spectators to enjoy. The Big Air® competition features dogs running down a 40’ dock and diving into a pool of water after an object, in which they are electronically judged for the length of their jump. The Extreme Vertical® competition is a “High Jump” for the dogs as they each lunge to snag a “bumper” suspended in the air. With each grab, the height increases in 2-inch increments until only one dog is crowned king. Rounding out the action is the newest form of competition known as Speed Retrieve® – where the dogs are put on the clock to see how fast they can run down the dock, jump into the water, swim to the end of the pool and retrieve an object which is held by a modified extender arm.

The competitions are open to any and everyone. Teams are made up of one dog and one handler. Your canine must be 6 months or older to be eligible. Canines of any breed, size or shape are welcomed. Not only is the competition open to all types of canines, but also handlers above the age of 7 are welcomed. We even have a Junior Handler class for those who are between the ages of 7-14.

So if you or anyone you know has a dog that likes the water, gets along with other dogs and enjoys a good “chew toy”, this event is for you! Pre-registration will be available by logging onto www.dockdogs.com, or you can register on-site at the beginning of each day. The website will also provide an up-to-date schedule and general information on all DockDogs® affiliated events.

DockDogs® is the independent governing and sanctioning body for regional, national and international dock jumping performance sports. DockDogs® establishes the rules and standards of the sport, tracks results and records and supports and promotes the growth of its athletes, events, spectators, and sponsors. "PAY WHAT YOU CAN" ADMISSION AT THE TULELAKE-BUTTE VALLEY FAIR

The Tulelake-Butte Valley Fair will be implementing a new, innovative and community based concept for fair admission at the 2011 fair. The fair along with all other California fairs, have lost 100% of their funding due to the state’s financial crisis. The funding accounted for over 40% of the Tulelake-Butte Valley Fair’s annual budget, causing the fair to make significant budget cuts and look at new ways to increase annual income in order to continue a sustainable future.

At the June 15th monthly board meeting, Dave Dillabo, Fair Manager introduced a new concept for fair admission referred to as “Pay What You Can” Admissions, which was unanimously passed by the fair board of directors. The concept, which has been successfully utilized in the food business for many years, allows the patron the option of paying what they can for the product and/or service that they are receiving. The patron is provided the value of the product and/or service and has the option to pay the suggested value, more or less than the suggested value or nothing at all.

Dillabo researched the idea to better understand the concept behind the “Pay What You Can” policy and felt that it would be a great fit for the fair because of its’ focus on serving the community. “The entire concept of “Pay What You Can” is community based, allowing the fair to provide a service to the people of our local communities by not mandating a paid admission policy, but also demonstrating to our local communities that this is a fair of shared responsibility and its’ future is dependent upon community support,” said Dillabo.

“The Pay What You Can” Admission policy will be implemented at this year’s fair. Here is how it will work. Upon entering the fair, a fair staff member will greet each fair patron and inform them of the “Pay What You Can” policy and provide a range of the suggested value of their daily admission. It will be patron’s choice to pay the suggested value, pay more or less than the value or pay nothing. A donation box will be available for the patron to deposit their money upon entering the fair. The range of the suggested daily admission value will be $3 to $5 for Adults, $1 to $3 for Children, $7 to $10 for a family of 3 to 4 and $10 to $15 for a family of 5 or more.

While paying for admission will not be required, the fair kindly ask for your support, which will help it maintain a sustainable future and continue to provide for the surrounding communities in Klamath, Modoc and Siskiyou Counties. The Tulelake-Butte Valley Fair will be commemorating its’ 60th Anniversary at this year’s fair, September 8-11 while celebrating “Big Dreams in a Small Town.

TULELAKE-BUTTE VALLEY FAIR MANAGER SELECTED TO SERVE ON CALIFORNIA FAIR CONSORTIUM PANEL

Dave Dillabo, manager of the Tulelake-Butte Valley Fair has been selected by Karen Ross, Secretary of the California Department of Food and Agriculture, to serve with 15 other fair industry leaders on the CDFA Fairs Consortium Panel.  With the elimination of $32 million in General Fund support for the Network of California Fairs, CDFA is embarking on a new path of oversight and assistance to fairs in the new light of complete fair self-sufficiency. The Fairs Consortium Panel will assist CDFA in seeking alternative forms of governance, funding and operations to ensure that all district agricultural associations remain the vital community assets that they are.

Dillabo, who has served as the manager of the Tulelake-Butte Valley Fair for the past 6 years will be representing not only the Tulelake-Butte Valley Fair, but all smaller and medium sized fairs from California. Dillabo was honored to be selected and is excited to participate on a panel that will have a significant impact on the future of the California Fair Network

KEEPING THE DREAM ALIVE BENEFIT DINNER & AUCTION

The Tulelake-Butte Valley Fair will be holding a benefit dinner and auction on July 9th starting at 6:00 p.m. at the fairgrounds Main Exhibit Building. The fair is reaching out to the public for support due to the recent 100% elimination of funding from the State of California. Up until this year, the Tulelake-Butte Valley Fair has received annual financial support from the state, which amounted to nearly 40% of it’s annual operating budget. The elimination of the state funding will have numerous negative effects throughout the entire California Fair Network and has put 29 fairs at risk of closure. The Tulelake-Butte Valley Fair is listed as one of the 29 “at risk” fairs due to it’s smaller size and dependency on annual support.  Due to the funding crisis, the fair has made numerous operating changes to decrease costs and will continue to make additional cuts in order to try to survive and promote a sustainable future.

The benefit dinner and auction will provide an opportunity for the public to help support the fair and maintain the numerous services that the fair currently provides including, a museum of local history of Tulelake, Dorris, Malin and Merrill, a local visitor center of the Tulelake area and the site of the World War II Pacific in the Valor Monument Visitor’s Center.

The fundraising event will include a dinner, cocktails/bar, live auction, kids games and numerous raffles including an early bird raffle, kiddy raffle, bucket raffle, progressive raffle and a general raffle of many exciting items and services. Dinner tickets to the event will cost $10 for Adults, $5 for children 6 to 12 and free for children 5 and under! Dinner tickets purchased prior to July 1st will automatically be entered into an early bird raffle. Raffle tickets are also available now to purchase by visiting or calling the fair office.

The fair is currently seeking monetary donations from the public to purchase items for the fundraising event. All donations made to the non-profit 501c.3 organization “Tulelake-Butte Valley Friends of the Fair” are tax deductible. If you are interested in donating items, services or money for the live auction and raffles, please contact the fair office at 530-667-5312 or send a check payable to the “Tulelake-Butte Valley Friends of the Fair,” P.O. 2011 FAIR THEME SELECTED - "Big Dreams in a Small Town"

“Big Dreams in a Small Town” will be this year’s theme of the Tulelake-Butte Valley Fair as it celebrates its’ 60th anniversary September 8-11th.

As the new year of 2011 begins, so does the planning for the annual Tulelake-Butte Valley Fair. The fair began as a Rotary Junior Livestock Show held on the grounds of the present Tulelake Elementary School 60 years ago and has grown into one of the finest small county fairs on the West Coast. The Tulelake-Butte Valley Fair has developed many great traditions and it is the goal of the fair to continue to preserve and build upon that rich heritage. More than ever, it is the fair’s goal to provide the people of the surrounding communities an enjoyable, welcoming and family oriented atmosphere throughout the entire year while visiting the fairgrounds and museum.

The 2011 fair will again offer many of the traditional events that the public has come to know and love as well as several new on-grounds entertainment that are sure to be crowd pleasers.  The ever so popular “Dock Dogs” will return for a second year to provide spectators a high flying, action packed competition among the Klamath Basin’s best “flying” dogs! This year’s fair is packed with NEW & EXCITING entertainment to ensure a great time for all ages. More details of the fair’s scheduling for the entire 4-day event can be found on the fair’s website as the fair approaches.

FAIR FUNDING UPDATE & HOW YOU CAN HELP!

The latest developments in the Legislature were last week, when both Senate and Assembly budget subcommittees decided to keep the question of funding for fairs open. That was a great development! The alternative would have been to accept the proposal to cut all funds and the discussion would have been over. The next step will be full budget committee hearings.

Your action is needed. Times are tough, and all California Fairs should shoulder their share of the burden. But a cut of 100% of State funding will have huge impacts on the facilities and events that you enjoy and participate in during the fair and throughout the year. If you think 100% elimination of State funding is unfair, you need to say so. Please write and mail a letter to your State Assemblyman and State Senator, explaining in your own words what the loss of this community resource will mean to you, your family, and your community groups. (I have attached a sample letter to this email that you may use and please add your own personal thoughts to the letter.)

The course is open to all the 4-H, FFA and Independent leaders and members of Siskiyou and Modoc Counties. FUNDING FOR FAIRS AND EXPOSITIONS HELD OPEN BY LEGISLATURE

In separate hearings this week, the Senate and Assembly Resource Budget Subcommittees (Subcommittees) did not take any action on the Governor’s proposal to eliminate funding for California fairs and expositions, including a significant number of rural county fairs.

The Governor’s proposed 2011-12 State Budget would eliminate $32 million or 100 percent of General Fund revenue allocated for the statewide Network of California Fairs.

During each of the budget hearings there was testimony from the CEOs of the fairs representing rural, suburban and urban counties throughout the state. They testified not only on the importance of the fairs to the community but the role of the fairgrounds serving as a staging area in the event of a disaster and as economic drivers that play a vital role in communities, particularly in rural areas.

The Subcommittees voted to leave the item open while the interested stakeholders develop alternatives in the coming days and weeks to provide adequate funding for the fairs in both the short and long term.

In a Feb. 7 letter to legislators, RCRC and CSAC expressed their “strong concern” about the survival of California’s Network of Fairs without state support, calling for some level of funding that “will allow time to examine other alternative funding mechanisms.”  To read the letter, go to: http://www.rcrcnet.org/pub/BarbedWire/2011/BW%20II%20021111.pdf

The California Fairs Alliance (CFA), the subsidiary of a trade association representing fairs in the western United States and Canada, has released a list of 29 fairs “most at-risk for temporary or permanent closure” should state funding be eliminated. The announcement said that fair funding for 2011 is secure and projected impacts are for 2012. The list includes a number of county and seasonal fairs in RCRC counties.

To read the list go to: http://www.fairsnet.org/pdf/2011/Emails/At_Risk_Fairs.pdf

CALIFORNIA FAIRS AT RISK

In order to measure the impact of Governor Brown’s proposed 100 percent cut of state funding for California’s fairs, the California Fairs Alliance developed a list of fairs that will be most at-risk for temporary or permanent closure.

The basic formula for selecting the listed fairs relied on their 2009 year-end fiscal statements (latest available). Those fairs whose operating income showed a 20 percent or greater reliance on state support were considered at risk as well as those fairs that experienced a net loss in 2009 and have an operating reserve of less than five percent.

This list is not meant to suggest that the remaining 49 fairs are not also “at-risk” as a result of the elimination of state funding. Fairs that had a difficult 2010 season and/or other factors could easily be added to the most at-risk list. The 2010-11 budget numbers are just now becoming available and we expect this list to grow. CFA will release an updated list next week.

Fairs operate on a calendar year and funding for 2011 is secure. These impacts are projected for 2012.

Most At-Risk List

1. Butte County Fair
2. Colorado River County Fair
3. Colusa County Fair
4. Glenn County Fair
5. Humboldt County Fair
6. Inter-Mountain Fair of Shasta County
7. Kings Fair
8. Lake County Fair
9. Lassen County Fair
10. Mariposa County Fair
11. Mendocino County Fair
12. Merced County Spring Fair
13. Modoc District Fair
14. Monterey County Fair

BUDGET PROPSAL PUTS 29 CALIFORNIA FAIRS AT RISK OF CLOSURE
Plan Also Threatens $126 Million in Annual Tax Revenue to State’s General Fund

SACRAMENTO, Calif. (Feb. 3, 2011) – The Brown Administration’s plan to eliminate annual funding for California statewide network of fairs is expected to put 29 of them at risk of closure and could end up costing the General Fund $57.4 million in lost annual income, the California Fairs Alliance warned today.

“The fair network generates more than $126 million in direct tax income for the state every year,” said Stephen Chambers of the California Fairs Alliance (CFA). “That represents nearly a four-to-one return on the state’s overall $32 million investment. In this light, the budget plan actually dries up an income stream that flows to the state from California fairs.”
Along with a potential net income loss, the proposal could drive 29 fairs - including dozens of primarily rural fairs - completely out of business. This would result in a major economic ripple effect by killing jobs and related economic activities, according to CFA, which today also released the list of the 29 at-risk fairs and the formula for determining their status.

“Fair funding is seed money that creates a foundation from which the fairs are able to build up their true economic impact. While larger fairs may no longer need the platform provided by the funding, the majority of small and medium fairs do,” said Chambers. “If you destroy this foundation, the whole network is disrupted. If the ‘fair return’ to the state in tax revenue is reduced by just 30 percent, this aspect of the Governor’s budget proposal will bleed red ink from the General Fund.”

CFA noted that the financial impact of California fairgrounds is well documented by the state of California, which recently issued a report, California Fairs: Statewide Economic Impacts, which found its economic contributions to be significant, including: $2.8 billion in consumer spending, $855 million in income, 25,000 full-time jobs and $126 million in state and local taxes.

Absent proposed budget cuts, the fair network appears healthy. The fair network experienced a strong 2010 season with an overall growth in attendance and revenue. Budgets for the 2011 season are approved and funded and industry leaders expect another successful fair season as fairs continue to provide affordable, local, family recreational and educational experiences.

“We anticipate the state’s direct return on its investment to fairs to top $150 million in 2011 plus the added benefit of more than 30,000 full-time job equivalents,” said Chambers. “That income, those jobs and the future of 29 fairgrounds will be in serious jeopardy in 2012 unless we find alternatives to the Governor’s proposal.”

For these reasons, California fair officials have contacted Governor Brown’s office and legislators, said Chambers, to explore ways to trim fair funding and provide alternative funding mechanisms that won’t compromise the ability of fairgrounds to generate revenue for state and local governments.

“We are hopeful that with a more strategic combination of budget reductions, as well as greater local control and flexibility, we will be able to protect the fair network and increase income to state and local governments,” Chambers said. “Furthermore, a more thoughtful plan will ensure the survival of the thousands of small businesses and nonprofits that rely on fairs and fairgrounds in California.”

The California Fairs Alliance will be presenting their concerns and proposing alternative solutions during the legislative budget hearings next week.

The theme was submitted by Dora Parrott of Klamath Falls who will receive $75 for submitting the winning fair theme.

As the new year of 2010 begins, so does the planning for the 59th Annual Tulelake-Butte Valley Fair. The Tulelake Butte Valley Fair has developed many great traditions and it is the goal of the fair to continue to preserve and build upon that rich heritage. The fair’s focus continues to be to serve the local and surrounding communities of Tulelake and Butte Valley, just as it did 59 years ago. More than ever, it is the fair’s goal to provide the people of the local and surrounding communities an enjoyable, welcoming and family oriented atmosphere throughout the entire year while visiting the fairgrounds and museum.

The 2010 fair will again offer many of the traditional events that the public has come to know and love as well as several new on-grounds entertainment that are sure to be crowd pleasers. This year’s fair is packed with NEW & EXCITING entertainment to ensure a great time for all ages.
